2023 City of Houston Open Enrollment and Houston Police Benefit Trust (HPBT)

City of Houston open enrollment for benefits opened February 27 and runs until March 27, 2023. Every employee is encouraged/required (per email) to login to Benefitplace and review all life insurance, final paycheck beneficiary designations, verify the correct spelling of dependent names, and to supply and validate all missing dependent social security numbers. If you do not login to make any corrections/review the information, your insurance and benefits will stay the same, but each employee should check this information since it is a new system. The benefits and cost for 2023 will remain unchanged from the current benefits outlined in 2022.

Here is just a quick overview of the cost associated with the three different Health Plans offered by the City of Houston:
The Houston Police Benefit Trust (HPBT) is the insurance branch of the Houston Police Officers’ Union. The HPBT is proud to offer dental, vision, and supplemental policies to the HPOU Membership. I strongly encourage you to compare the cost and benefits of both the City of Houston and the HPBT plans to ensure you are making the best decision based on your family’s needs. Unlike the City of Houston, you can enroll in HPBT benefits at any time (visit hpbt.us for more information), but you can only drop the City of Houston’s policies during open enrollment.
Also, don’t forget, every Active member of the HPOU gets the basic medical reimbursement regardless of what insurance you carry so don’t forget to turn those receipts in to the Union!
