Mr. Spencer N. Boozier passed away on Thursday, May 6, 2021, at the age of 63. He is the brother of Senior Police Officer Mary A. Boozier, assigned to the Airport Hobby Division. Services were held May 18.

CRAVEN

Mrs. Lillie H. Craven passed away on Tuesday, May 4, 2021, at the age of 70. She is the mother of Police Officer Elizabeth Craven, assigned to the Northeast Division. Services were held May 15 with burial in Paradise Cemetery South.

FUENTEZ

Mr. Joe Inez Fuentez passed away on Wednesday, May 12, 2021 at the age of 57. He is the brother of retired Jail Attendant Laura M. Fuentez who retired on September 30, 2016. Services were held May 21 with burial in Tranquility Oaks Cemetery in Spring.

GRYMES

Retired Police Officer Gregory W. Grymes passed away on Monday, May 17, 2021, at the age of 65. He joined the Houston Police Department on January 7, 1977, Academy Class #77. During his tenure with the department, he was assigned to the North, Jail, Special Operations, Emergency Communications, Southwest, and Westside Divisions. Police Officer Grymes retired on January 9, 1999.

HARRELL

Retired Sergeant David E. Harrell passed away on Thursday, May 20, 2021, at the age of 76. He is a Veteran of the United States Coast Guard. He is survived by his wife, Brenda J. Harrell. He started his law enforcement career with the Los Angeles Police Department on October 6, 1968. He joined the Houston Police Department on February 2, 1970, Academy Class No. 43. During his tenure with the department, he was assigned to the Northwest, Vice, Burglary and Theft, Northeast, and Kingwood Divisions. Sergeant Harrell retired on March 12, 2005.

HARE

Retired Police Officer Billy J. Hare passed away on Monday, April 26, 2021 at the age of 89. He is survived by his wife, Mrs. Karen Hare. Officer Hare, who was a Veteran of the United States Army, joined the Houston Police Department on October 24, 1966, Academy Class No. BC1. During his career with the department, he was assigned to the Identification Division and the Crime Lab until his retirement on January 5, 1990. He rejoined the Houston Police Department on January 12, 1990 as a Police Service Officer where he was assigned to the Training Division, Records Division and the Southeast Division until his retirement on August 11, 1998. Services were held May 5 with burial in Grand View Memorial Park in Pasadena.

HEATH

Retired Police Officer Herman W. Heath passed away on Friday, May 21, 2021, at the age of 84. He is survived by his wife, Barbara K. Heath. Officer Heath, who was also a Veteran of the United States Army, joined the Houston Police Department on November 6, 1961, Academy Class No. 25. During his tenure with the department, he was assigned to the Traffic Enforcement Division, Police Garage, and Central Division. Police Officer Heath retired on February 7, 1983. Services were held May 27.

HOUGHTON

Leonard “Lenny” Houghton III passed away on Friday, April 30, 2021, at the age of 15. He is the son of retired Sergeant Dianne Young-Murray who was last assigned to the Alternative Dispute Resolution Unit until her retirement on March 31, 2007. Services were held May 8 with burial in Houston Memorial Gardens.

LUMPKIN

Retired Assistant Chief Brian J. Lumpkin passed away on Sunday, May 23, 2021, at the age of 62. He started his law enforcement career with the City of North Wildwood Police Department, in New Jersey, on June 11, 1979. He joined the Houston Police Department on February 8, 1982, Academy Class No. 103. He was assigned to the Northeast, Emergency Communications, Southwest, Southeast, Criminal Intelligence, and South Gessner Divisions. On May 8, 2004, he was promoted to the rank of Assistant Chief. As such, he was in command of the Neighborhood Protection, Internal Investigations, Organizational Development, North Patrol, and East Patrol Commands. Assistant Chief Lumpkin retired on April 27, 2013.

MATTHEWS

Mr. Charles Matthews, Jr. passed away on Thursday, April 29, 2021, at the age of 85. He is the father of Retired Senior Police Officer Charolette A. Howard, who retired on January 1, 2005. Services were held May 6 with burial in Houston Memorial Gardens.

MOSITA

Mr. William Lewis Mosita, Jr. passed away on Thursday, May 6, 2021. He is the father-in-law of Lieutenant Brian J. Sulla, assigned to the Northwest Division. Services were held May 12 with burial in Houston National Cemetery.

PARNELL

Mr. Harold S. Parnell, Jr. passed away on Tuesday, May 11, 2021, at the age of 77. He is the father of Sergeant Ramona L. Parnell, assigned to the South Central Division. Services were held May 19 with burial in Houston National Cemetery.

ROGERS

Sergeant William H. Rogers, III, assigned to the Office of Planning and Data Governance, passed away on Monday, May 10, 2021, at the age of 59. He is survived by his wife Stacy A. Rogers. He is a Veteran of the United States Army. He joined the Houston Police Department on November 26, 1984, Academy Class No. 125. During his tenure with the department, he was also assigned to the Northeast Division, Jail Division, Westside Division, and Patrol Support Command. Services were held May 18 with burial in Houston National Cemetery.

SNEED

Retired Senior Police Officer James R. Sneed passed away on Tuesday, May 18, 2021, at the age of 67. He is survived by his wife, Lisa Sneed. He is also the father of Sergeant Jeffrey R. Sneed, assigned to the Gang Division. He joined the Houston Police Department on September 10, 1979, Academy Class No.88. During his tenure with the department, he was assigned to the Central, Emergency Communications, and Southeast Divisions. Senior Police Officer Sneed retired on September 10, 2016. Services were held May 22.

WEINSCHREIDER

Mrs. Annette Weinschreider passed away on Saturday, May 8, 2021, at the age of 80. She is the mother of Retired Senior Police Officer Glen Weinschreider, who retired on September 29, 2012. Services were held May 16.

ZEPEDA

Mrs. Victoria Zepeda Celaya passed away on Monday, May 17, 2021 at the age of 89. She is the mother of retired Sergeant Janet Meisel who retired on December 31, 2016 and the mother-in-law of retired Sergeant Hans G. Meisel who retired on December 31, 2016. She is also the aunt of retired Senior Police Officer Thomas R. Zepeda who retired on February 11, 2017. Services were held May 24 with burial in Forest Park Lawndale.

ZERATE

Mrs. Martha Gonzales Zarate passed away on Tuesday, May 4, 2021, at the age of 65. She is preceded in death by her sister, Word Processor Elizabeth G. Escot, who passed away on October 26, 1996, while assigned to the Southwest Division. She is also the aunt of Administrative Assistant Melissa A. Saldivar-Hamilton, assigned to the Office of Planning and Data Governance. Services were held May 12 with burial in Provo, Utah.
